Foster care is a system that was created to offer a safe, loving environment for the temporary care-taking of a child. Fostering a child means that a caregiver has provided a State-approved habitat to care for a child for a set period of time. While a child is in foster care, this does not necessarily mean that the caregiver that is fostering a child is granted automatic final legal authority over what actions are going to be in the best interest of that child.
