Although the Federal Department of Health and Human Services is responsible for overseeing the State Social Services and Human Services, the State holds a large deal of responsibility for monitoring foster homes. State officials know firsthand what is happening in the foster care system and ensure that a certain standard of care is always carried out. Thus, it is only natural that the states will have their own internal variances as to the specifications of a foster home.
Each State has different issues that seem to be of geographical importance, that are addressed in State legislation. Social Services and Human Services have to make sure that they have foster homes that meet what children need.
